Your Severe Weather Plan Is a Paragraph Nobody Has Read

Pull the safety manual for almost any construction project and find the severe weather section. It is usually one paragraph. It says work will be suspended during severe weather and employees will move to a designated shelter. It does not say who decides, at what number, or where the shelter is.
That paragraph is not a plan. It is a placeholder that satisfies a document review and fails the first time the sky actually changes.

What happened in south Austin
On Aug. 27, 2026 a house under construction in south Austin collapsed during a thunderstorm. Four workers were inside the structure. Two got out. One died at the scene and one was taken to the hospital with serious injuries. Travis County ESD 5 said the crew was framing the house and was a family, three brothers and a son.
The National Weather Service estimated straight line winds of 50 to 70 mph in the area. ESD 5 also said the structure did not have the supports it needed to withstand those winds. That is a fire service observation on the first day, not a structural finding, and OSHA has up to six months to complete its investigation. Nothing here assigns a cause.
What the case illustrates, regardless of what the investigation concludes, is the window. Straight line winds inside a thunderstorm arrive with very little warning, so the decision about whether people are inside a partially framed structure has to be made before that. Which means it has to be made by a plan rather than by whoever happens to be standing there.
What OSHA actually requires when weather turns
There is no general severe weather standard in Part 1926, which surprises people and is part of why weather planning stays thin. What exists instead is a set of specific requirements plus the general duty clause, and together they cover more ground than most crews assume.
Section 5(a)(1) of the OSH Act requires employers to furnish a workplace free from recognized hazards likely to cause death or serious physical harm. Severe weather in an area with an active warning is a recognized hazard, and it is the hook OSHA uses when no specific standard fits.
29 CFR 1926.20(b)(1) and (b)(2) require the employer to initiate and maintain the programs necessary to comply with Part 1926, and to provide for frequent and regular inspections of the job site, materials and equipment by competent persons the employer designates. A weather plan is one of those programs and the person watching the forecast is one of those competent persons.
29 CFR 1926.451(f)(12) is specific and often unread: work on or from scaffolds is prohibited during storms or high winds unless a competent person has determined it is safe for employees to be on the scaffold and those employees are protected by a personal fall arrest system or wind screens.
29 CFR 1926.1417 covers cranes. Paragraph (h) requires that when a local storm warning has been issued, the competent person must determine whether it is necessary to implement manufacturer recommendations for securing the equipment. Paragraph (n) requires the competent person to adjust the equipment or operations for the effect of wind, ice and snow on stability and rated capacity. Note that both point at the manufacturer's numbers rather than a number OSHA supplies, which means somebody has to have the manual on site.
29 CFR 1926.651(k)(1) requires daily inspections of excavations, adjacent areas and protective systems by a competent person, including after every rainstorm or other hazard increasing occurrence. Storm passes, inspection happens, and only then does anybody go back in the hole.
Building a weather plan a foreman can actually run
A usable plan answers four questions in writing, on one page, posted where the crew sees it. Anything longer will not get read on a Wednesday afternoon with a wall cloud coming.
Who is watching, by name and by shift. One person owns the forecast, with a named backup for when that person is in a meeting or off site. Specify the tool: a radar app, a subscribed weather service, or NWS alerts on a site phone.
What the numbers are. Set the trigger values before the season, not during the storm. Sustained wind and gust thresholds for elevated work, for crane operations, for scaffolds, and for occupying partially framed or unbraced structures. Take the crane and equipment numbers off the manufacturer's chart, and be explicit that lightning inside the site radius stops outdoor work immediately.
Who calls it and how the call travels. One person makes the call and nobody can override it. Then say how it reaches a crew wearing hearing protection two hundred yards away: air horn, radio channel, text tree, or a runner. Assume the phones do not work.
Where the crew goes and how long it takes. Name the shelter and walk the route with a stopwatch from the farthest work point on the site. If it takes eleven minutes, your trigger has to fire more than eleven minutes out. Vehicles and job trailers are not storm shelter, and a partially framed structure is the hazard rather than the refuge.
Two more items belong in the plan and usually do not: what gets secured before the crew leaves, and what has to be inspected before anyone goes back to work. Then rehearse it once. A weather drill takes ten minutes at a Monday stretch and flex, and it is the only way to find out the shelter is locked or that half the crew never got the text.
Why the plan fails even when it exists
The failure mode is almost never that nobody knew a storm was coming. It is that the call came late, because calling it early costs something visible and calling it late costs something that has not happened yet.
That is the same dynamic behind every stop work problem on a jobsite. A crew that cannot name the person allowed to shut down a pour will not shut down for weather either. Does OSHA set a wind speed that stops work?
Not as a general construction limit. The crane standard sends you to the manufacturer's recommendations, the scaffold standard requires a competent person determination during storms or high winds, and the general duty clause covers the rest. Employers set their own numbers, and they should be written down before the season.
Is a job trailer an acceptable storm shelter?
No. Trailers and vehicles are not designed for severe wind. Identify a substantial building, and if the site does not have one, the plan has to include evacuating the site early enough to reach one.
What about lightning?
Lightning is the trigger that should be least negotiable, because it can arrive ahead of the rain and there is no protective equipment for it. Set a distance radius, stop outdoor work when it is breached, and set a wait time after the last strike before returning.
